The Sri Lanka Women’s NGO Forum is a collective platform of women-led civil society organizations, feminist movements, grassroots groups, and community networks working across Sri Lanka to promote gender equality, women’s rights, social justice, and inclusive development. Revived in 2025, the Forum was created to strengthen solidarity among women’s organizations, encourage collaboration, and provide a common platform to collectively address the challenges faced by women and marginalized communities in Sri Lanka.
The Forum is currently hosted and coordinated by Women’s Education and Research Centre (WERC), one of Sri Lanka’s leading feminist organizations established in 1982. WERC has played a key role in reviving the Forum by creating a safe and inclusive space for women-led organizations to reconnect, share experiences, discuss emerging issues, and build collective advocacy strategies. Through its leadership, the Forum continues to grow as an important national platform for feminist dialogue, grassroots mobilization, and women’s movement building.
The Sri Lanka Women’s NGO Forum brings together organizations working on diverse thematic areas including gender-based violence prevention, labor rights, women’s political participation, mental health and psychosocial wellbeing, child protection, economic empowerment, climate justice, reproductive rights, LGBTQI+ rights, peacebuilding, rural women’s leadership, migrant worker rights, legal advocacy, and community development.
The Forum represents organizations from different regions of Sri Lanka including Colombo, Katunayake, Galle, Kandy, Jaffna, Mannar, Batticaloa, Polonnaruwa, Puttalam, Hambantota, and other districts. Together, these organizations contribute decades of grassroots experience and feminist leadership in supporting women workers, rural women, war-affected communities, youth, single mothers, marginalized communities, and survivors of violence.

Established Year: The Galle District Forum was established in 2019.

Achievements:

MWDF was organized in 1989 to empower the women in the Mannar district with the help of MARR org. Founder: President - Ms. Indrani Kusumalatha - She came to Puttalam during a time of war in Sri Lanka, and the Praja Diriya Foundation was established to raise the voices of women and children due to the violation of the rights of those displaced by the war and marginalized communities who were discriminated against by society.
In the late 1990s, many families had to leave their homes because of the war in Sri Lanka. Over 33,000 women and children ended up in temporary camps in the Puttalam district. Life was very hard. There was not enough food, no proper health care, and people from different communities did not trust each other. Some of these women were sex workers. They were treated badly, left out of society, and had no support. No one stood up for their rights.
In 2003, five strong women decided to change things. They started a group called Praja Diriya Padanama, now known as the Community Encouragement Foundation (CEF). Their goal was to support women who were ignored or treated unfairly—especially sex workers. They wanted to speak up for their rights and help them live with respect.

Rural Women’s Development (ගැමි කාන්තා පෙරමුණ)

Founder: Ms.Sriyani Pathirage - In 1988, prior to the creation of the Rural Women's Front as a national entity, a study was conducted in Walakurangatha, Jaffna, Galle, Kurunegala, Kandy, Gampaha, and Mahiyanganaya to investigate the challenges faced by rural women in Sri Lanka.
Subsequently, a conference attended by twenty-one women leaders took place at Satyodaya Hall in Kandy. The objective was to determine whether an organization existed to address the issues confronting rural women. Finding a lack of such organizations, the Rural Women's Front was founded in 1988 to fill this gap.
Focus Areas
Listening Room: Establishing a dedicated space for women, girls, and marginalized communities to voice concerns and address issues. The room operates two days a week, offering legal advice on one day and psychological support on the other. A safe house is also being developed for individuals facing immediate danger.
Hygiene Support: Distributing hygiene kits to children in schools lacking sanitation facilities, particularly those serving low-income families.
Women in Politics: Advocating for women’s issues within the Pradeshiya Sabha to ensure representation and action.
Addressing Key Issues: Tackling challenges related to women, the elderly, sexual and gender-based violence (SGBV), and gender-based violence (GBV).

“SHANTHIHAM”, Association for Health + Counselling
● Year Established: 1988

Founder: Dr. Anna Zeffert & Rev. fr. Damian - Dr. Anna Zeffert is from Cambridge UK. A clinical psychologist with counselling psychology. Came here during the war time. After the Indian peace keeping force operation. When the northern people were affected by war displacement.
Rev. fr. Damian - A catholic priest who came from Canada after learning counselling (MA) in Canada and was practicing in Jaffna.
Shanthiham was started in 1988 with the aim of supporting victims of war, mainly in Northern Sri Lanka. Initially, Shanthiham used a counselling model to work with individuals who had undergone traumatic war related experiences
The active participation and tireless effort of its volunteer Anna Doney (now Anna Zeffertt) from the UK working in Quaker Peace and Service (QPS, UK) with Rev. Fr. S. Damian made the Organization with first ever locally trained Counsellors to take care of conflict-affected Tamil youths released from the prison in 1988. From then Quaker Peace and Service (QPS, UK) facilitated to develop organizational in-house capacity to serve the population by train the counsellors, provide medical and counselling services for torture victims and conflict affected people.

The Women's Centre - Sri Lanka has begun with its supporting role during the Polytex
garment struggle in 1982. The women’s group called “women’s Liberation Movement”
which worked taking initiative and by providing guidance and encouragement to the strike
against Polytex Garment that begun 13th December 1982, understood the need for a
women’s organization working for women’s rights and took action to establish the
Women’s Centre.
