Past researcher with publications on development policy, Hill Country Tamils, human rights, linguistic minority rights, labour studies, and the history of the Left in Sri Lanka. He has been a civil society activist with the Asian Forum for Human Rights and Development (FORUM-ASIA); the Asian NGOs Network on National Human Rights Institutions (ANNI); Committee for the Abolition of Illegitimate Debt (CADTM-South Asia); Peoples’ SAARC; and the South Asia Alliance for Poverty Eradication (SAAPE); and advocated with the UN Committee on Economic, Social and Cultural Rights and UN Human Rights Experts. He received his Bachelors and Masters’ degrees in law from the School of Oriental and African Studies (SOAS), London University – where he also taught for 10 years. He is a member of the Social Scientists’ Association and co-editor of its periodical, Polity. He was a founding Director of Himal Southasian (2017-2020). Presently Senior Programme Officer at the ILO Country Office for Sri Lanka and the Maldives.
